potential fraud, PayPal will verify the
information you provide. In the course of such
verification, PayPal will use card authorization
and fraud screening services to verify that the
credit card or debit card information and
address matches the information that you
supplied, and that the card has not been
reported as lost or stolen.
An address
is confirmed if the buyer’s credit card billing
address matches his or her shipping address.
(i.e., the address where you receive your credit
card statement). Although the vast majority of
unconfirmed addresses are not fraudulent, PayPal
offers confirmed addresses as an additional
layer of fraud protection. Confirmed addresses
help guard against stolen credit cards and
identity theft and decrease your chances of
receiving a chargeback.
PayPal is committed to handling your customer
information with high standards of information
security. Your credit card information is stored
only in encrypted form on computers that are not
connected to the Internet. PayPal maintain
physical, electronic and procedural safeguards
that comply with federal regulations to guard
your nonpublic personal information. PayPal
tests their security systems regularly and also
contract with outside companies to audit their
security systems and processes.

What does it mean to be Verified?
Verification increases the security of
the PayPal network. Verified members
have successfully completed PayPal's
verification system to establish their
identity with PayPal. The verification
process varies by country. For example,
in the U.S., a Verified member has
confirmed a bank account with PayPal.
Because financial institutions screen
their account holders, PayPal's
verification process increases security
when you pay parties you do not know.
